Withdraw Coastal Zone Management Plan 2019 that deceives fisherfolk: Fishers demand Govt of Tamil Nadu to cancel the public hearing announced on incomplete CZMP.

09.08.2023, Chennai: Tamil Nadu Fisher Village Panchayats and Tamil Nadu Fisher Associations have slammed the incomplete draft maps of the Coastal Zone Management Plan 2019 (CZMP 2019) which has failed to register fisher livelihood spaces for12 coastal districts in violation of the CRZ 2019 notification. They have urged the state government to cancel the public hearing announced on the basis of the incomplete draft.
The most basic livelihood spaces of fishing villages are the fishing zones and fish breeding areas in the river and sea. The common properties of fishing villages include the shore seine net (Periya valai) shoreline fishing areas, fish markets, net drying sheds, boat repairing areas. Infrastructure facilities for fishing and local communities include village roads, Anganwadi, community halls, and places of worship. According to CZMP 2019, these areas are legally required to be marked on CZMPs, however none of the 12 district’s CZMPs have done so. As a result, traditional fishing habitats are losing their legal protection.
Such neglect in CZMPs is directly depriving coastal fishing villages and small-scale fishing livelihood spaces that are already vulnerable to mega-ports, real estate or tourism projects.
Considering the housing needs of fishing villages, long term housing plans are mandated to be registered in CZMPs as per CRZ 2019 Notifictaion. However, no housing plans are demarcated on any of the CZMP maps for Tamil Nadu.
“Local level CZMP maps provide micro (1:4000) scale information needed to protect the ecology and livelihood commons of coastal villagers. These were never published under CRZ 2019. At a scale of 1:25000 the fishing villages look tiny. We will be able to make our comments about our fishing villages in CZMP maps only at 1:4000 scale, said M. Arumugam, President, Chengalpattu District Fishermen Cooperative Network.
According to NGT order in the matter OA No. 04/2013(SZ) with Appeal No.18/2017(SZ), high, medium and low erosion zones have to be identified and the Shoreline Management Plan (SMP) for them should be included in the CZMP prepared under CRZ 2019. However, despite the clear order, the entire sea erosion areas have been omitted in the draft CZMPs.
Seawater inundation into fishing villages due to sea-level rise; loss of coastal land owing to projects undertaken without proper foresight of sea erosion, will affect villages in coastal areas who are the first to be hit by these calamities. In order to protect the habitats and livelihood of fishermen from these, long-term housing plans, sea erosion areas, should be legally registered by the Tamil Nadu government immediately in CZMP 2019”, said K. Bharati, President, South Indian Fishermen Welfare Association.
“Being the first district among the 12, Chengalpattu District has been notified of the Public hearing on Draft Coastal Zone Management Plan 2019 on 18.08.2023. It is unfair to ask for feedback on the CZMP maps without considering the livelihoods of the fisherfolk. The incomplete draft CZMP drawings should be withdrawn immediately. The public hearing should be cancelled until the release of the complete CZMP covering fisher livelihood spaces,” said Kabaddi Maran, President of Tamil Nadu Fishermen Development Association.

09.08.2023, சென்னை: CRZ 2019 அறிவிக்கையின் வழிமுறைகளை மீறி 12 கடலோர மாவட்டங்களுக்கும் மீனவ வாழ்வாதார இடங்களை அறவே பதிவு செய்யாமல் வெளியிடப்பட்டுள்ள முழுமையற்ற வரைவு 2019 கடலோர மண்டல மேலாண்மை திட்டத்தை (CZMP 2019) சாடியும், அதன் அடிப்படையில் அறிவித்துள்ள மக்கள் கருத்து கேட்பு கூட்டத்தை ரத்து செய்ய கோரியும் தமிழ்நாடு மீனவ கிராம பஞ்சாயத்துகளும், தமிழ்நாடு மீனவ சங்கங்களும் மாநில அரசை வலியுறுத்தினர்.
மீனவ கிராமங்களின் மிகவும் அடிப்படையான வாழ்வாதார இடங்களான ஆறு மற்றும் கடலில் மீன்பிடிக்கும் & மீன் இனபெருக்கம் செய்யும் இடங்கள், மீனவ கிராமங்களின் வாழ்வாதார பொதுச் சொத்துக்களான பெரிய வலை இழுக்குமிடங்கள், மீன் விற்கும் சந்தை, வலை காய வைக்குமிடங்கள், படகு பழுது பார்க்குமிடங்கள் மற்றும் மீனவ கிராமங்களின் சமூக கட்டமைப்புகளான கிராம சாலைகள், அங்கன்வாடி, சமூதாயக்கூடம், வழிபாட்டு தளங்கள், போன்றவை CZMP 2019 இல் சட்டபூர்வமாக பதிய வேண்டும் என்றபோதிலும் 12 மாவட்டகங்ளுக்கும் இவை CZMPகளில் முற்றிலுமாக பதியவேயில்லை. இதனால் பாரம்பரியமாக பயன்படுத்தி வருகிற மீனவ வாழ்வாதார இடங்கள் அதன் சட்டபூர்வ பாதுகாப்பை இழக்கின்றன.
CZMPகளில் இத்தகைய புறக்கணிப்பு ஏற்கனவே மெகா துறைமுகங்கள், ரியல் எஸ்டேட் அல்லது சுற்றுலா திட்டங்களால் எளிதில் பாதிக்கக்கூடிய கடலோர மீனவ கிராமங்களை மற்றும் சிறுதொழில் மீனவ வாழ்வாதாரத்தை நேரடியாக வஞ்சிப்பதாகும்.
மீனவ கிராமங்களின் குடியிருப்பு தேவையை கருத்தில் கொண்டு நீண்ட கால குடியிருப்பு திட்டங்கள் CZMPஇல் CRZ 2019 சட்டபடி பதிவு செய்ய வேண்டுமெனினும் தமிழ்நாட்டுக்கான எந்தவொரு CZMP வரைபடத்திலும் இத்திட்டமில்லை.
“உள்ளூர் அளவிலான CZMP வரைபடங்கள் (Local level CZMP), கடலோர கிராம மக்களின் சூழலியல் மற்றும் வாழ்வாதாரத்தைப் பாதுகாக்க தேவையான மைக்ரோ (1:4000) அளவில் தகவல்களை வழங்குவன. இவை வெளியிடவேப்படவில்லை. 1:25000 அளவில் மீனவ கிராமங்கள் சிறிய அளவில் தெரிகிறது. எங்களின் கருத்தை சொல்வதற்கு 1:4000 அளவில் வரைபடங்களை வெளியிட்டால் மட்டுமே முடியும்.” என்று M. ஆறுமுகம், தலைவர், செங்கல்பட்டு மாவட்ட மீனவர் கூட்டுறவு இணையம் கூறினார்.
OA No. 04/2013(SZ) with Appeal No.18/2017(SZ) NGT வழக்கின் தீர்ப்பின் படி உயர், நடுத்தர மற்றும் குறைந்த அரிப்பு மண்டலங்கள் அடையாளம் காணப்பட்டு, அவைகளுக்கான கடற்கரை மேலாண்மை திட்டதை (Shoreline Management Plan) CRZ 2019 கீழ் வெளியாகும் CZMPயில் பதிய வேண்டும். எனினும், வழக்கின் தீர்ப்பை மீறியே ஒட்டுமொத்த கடல் அரிப்பு பகுதிகளும் வரைவு CZMPயில் விடுபட்டுள்ளன.
“கடல் மட்ட உயர்வால் மீனவ கிராமங்களுக்குள் கடல் உட்புகுதல், கடலோர பகுதிகளில் உரிய கடல் அரிப்பு பற்றிய முன்னெச்சரிக்கை பார்வை இல்லாமல் கொண்டுவரப்பட்ட திட்டங்களால் ஏற்ப்பட்ட கடல் அரிப்பு போன்றவை கடலோர கிராமங்களையே முதலில் தாக்கும் பேரிடர்கள். இவற்றிடமிருந்து மீனவர் வாழ்விடங்களுக்கும் வாழ்வுரிமைக்கும் பாதுகாப்பு அளிக்கும் வகையில் நீண்ட கால குடியிருப்பு திட்டங்கள், கடல் அரிப்புப் பகுதிகள் போன்றவை சட்டப்பூர்வமாக தமிழக அரசு CZMP 2019யில் இல் உடனடியாக பதிவு செய்ய வேண்டும்.” என்று கு. பாரதி, தலைவர்,தென்னிந்திய மீனவர் நலச் சங்கம் கூறினார்.
“12 மாவட்டங்களில் முதலாவதாக செங்கல்பட்டு மாவட்டத்திற்கு 18.08.2023 அன்று வரைவு 2019 கடலோர மண்டல மேலாண்மை திட்டத்திற்கான மக்கள் கருத்து கேட்பு கூட்டம் அறிவிக்கபட்டுள்ளது. CZMP வரைபடங்களில் மீனவர்களுக்கான வாழ்வாதார இடங்களே இல்லாமல் கருத்து கேட்பதென்பது நியாயமற்றதாகும். முழுமையற்ற வரைவு CZMP வரைபடங்களை உடனே திரும்ப பெற வேண்டும். மீனவ வாழ்வாதாரயிடங்களை உள்ளடக்கிய முழுமையான CZMP வெளியாகும் வரை மக்கள் கருத்து கேட்பு கூட்டத்தை ரத்து செய்ய வேண்டும்.” என்று கபடி மாறன், தமிழ்நாடு மீனவ முன்னேற்ற சங்கம் கூறினார்.
